Understanding Home Rule in Kentucky

In Kentucky, “home rule” refers to the broad authority granted to cities by the state legislature, allowing them to govern themselves without needing specific legislative approval for each function. Under KRS 82.082, a city can exercise any power or perform any function that is within its boundaries, for a public purpose, and does not conflict with state or federal law. This grants cities significant autonomy compared to the pre-1980 era, when they depended on individual acts of the General Assembly.

Cities can set up their own forms of government, enact local ordinances, and have authority over their finances and personnel. 

A city’s home rule powers are limited to actions within the city’s boundaries, for a public purpose, and that do not conflict with a constitutional provision or state statute.
